MAJOR FUNCTION:The Release of Information (ROI) Specialist, under the leadership of the ROI Manager, is responsible for interpreting all requests for copies of medical records, ensuring proper authorization, and compliance with state and federal legal and regulatory requirements relevant to the privacy and security of protected health information. The ROI Specialist will receive internal and external walk-in customers and interact by phone on a daily basis with patients and/or their legal designee(s), attorneys, government officials, physicians, Inspira staff, and others as required. The ROI Specialist will safeguard and protect patient privacy by identifying protected health information, ensuring only authorized individuals are granted access to the information, and will abide with all relevant hospital policies and in compliance with the Minimum Necessary Rule in the HIPAA Regulations.This position will also support the provisioning of patients for portal access. The Specialist will act as a knowledge resource to customers and work with the Information Systems department to assist patients with troubleshooting portal issues.

QUALIFICATIONS:

Education & Experience:

High School diploma or GED required.

Associates degree in HIM, Management, or Computer Science preferred.

Other degrees or related coursework considered based on relevant work experience.

Minimum of one-year administrative experience in acute care and ambulatory setting.

Previous experience with electronic clinical system processes preferred.

Cerner and Soarian application experience preferred.

Bilingual Spanish preferred.

Certifications/ Licensure:

Knowledge & Skills:

Strong knowledge of Health Information Management functions.

Working knowledge of computer systems and programs (including MS Word, Excel and Adobe products).

Excellent written, verbal and interpersonal communication skills with all levels of staff.

Knowledge of HIPAA regulations, privacy policy and procedure.

Excellent customer service, analytical, and problem-solving skills.

Organize and prioritize work.

Work effectively with rapidly changing priorities.

Articulate problems and offer solutions to resolve them.

Position Responsibilities

Assists with Orientation and On-The-Job Training of New Staff:

Serves as a mentor and resource for new staff.

Shares knowledge and experience.

Provides support and verbal encouragement.

Responsible for retrieval of records in response to requests for information, reviews records for appropriate dates of service, minimum necessary standards, and conducts verification of identity per the content of the request.

Must meet deadlines and production demands.

Ability to gather patient information from diverse media including but not limited to film, electronic, off-site, and filed sources.

Respond to phone/FAX/mail and in-person inquiries for medical information.

If necessary, respond to and process requests from provider offices on a priority basis and fax information to the provider's office promptly.

Ability to understand and become knowledgeable of ROI standards, policies & procedures, and HIPAA regulations to complete work in compliance with these standards.

Must, at all times, safeguard and protect the patient's right to privacy by ensuring that only authorized individuals have access to the patient's medical information and that all disclosures are in compliance with the request, authorization, company policy, and HIPAA regulations.

Log all requests into the ROI management application(s), and record the information that was sent, to support the Accounting of Disclosures requirement in the HIPAA regulations.

Support customers systematically on the personal health record (PHR) offered by facility.

Completion of required educational programs / courses as deemed necessary.

Analyzes portal account requests by verifying patient information and documentation provided.

Processes accurately and timely requests for portal account access.

Assist patients in accessing and using the patient portal while identifying, researching, and resolving patient questions and inquires.

Miscellaneous, other duties as assigned.
